James P. Magner, Esq.

Jim has been practicing law in Virginia for over 20 years. He worked in government affairs for the trucking industry and enrolled in law school with the intention to get higher pay as a lobbyist. He discovered that he loves the law and loves practicing law. Jim started as a trademark, construction law and civil litigator. When the dot-com industry went bust and the real estate market took off, Jim moved to Virginia Beach where he built a practice around construction law and civil litigation. He moved back to his roots in Northern Virginia in 2008. He continued to stretch by handling almost every kind of case, including complex business litigation, eminent domain, personal injury and injured worker cases, school board appeals, criminal cases, and even a couple of admiralty cases.  Jim earned a reputation as a hard nose litigator who’s not afraid to take on the difficult cases. 

I wanted to create a law practice that upheld the same values I preach to my clients.

Jeffrey S. Saradar, Esq.

Magner Law actively recruited Mr. Saradar, having known him and his reputation as a thorough and methodical litigator.  Jeff had handled a variety of civil litigation, including a number of jury trials, divorces, custody disputes, criminal cases, personal injury and has appeared in numerous state and federal courts.  Jeff has extensive experience litigating divorces involving the division of highly complicated and high value estates, estate involving international issues, as well as contentious, emotional and volatile custody cases.  He understands the reality that both early planning and ongoing accessibility to legal advice can be absolutely vital to the success of those going through divorce and custody cases.  Jeff also handles complex personal injury cases.  He has a skilled eye and keen sense for when settlements offered provide the better value to a client than litigation.

Meghan A. Matulka, Esq.

Meghan grew up as a Navy junior. Her father was a distinguished Naval Officer who flew jets during the Vietnam War.  He knew that if there weren’t citizens who were willing to stand up and fight on behalf of all of us we could lose everything.  She saw how easily all of our rights can be eroded if there aren’t lawyers out there fighting to protect the rights of all who are accused – the guilty and the innocent.  Her belief in the promises of the Constitution that people accused of crime must be viewed as innocent unless and until they are proven guilty is at the core of her reason to become a defense attorney.  She has practiced criminal defense in Virginia since 1998 representing thousands of people from cases as minor as traffic infractions to as serious as capital murder.  Meghan works zealously to represent clients by providing a different kind of defense – one that prioritizes dedication, dignity, and discretion.

The burden to prove guilt is on the government not the defendant.

Sameera Ali, Esq.

Ms. Ali had four years’ experience in criminal defense and civil litigation as a solo practitioner before joining Magner Law in 2020 as of counsel.  Ms. Ali’s drive and willingness to go above and beyond to provide excellent client service made her a perfect fit for the Magner Law team. 

Ms. Ali handles both criminal defense and all manner of general district court litigation for the firm and, despite her affable demeanor and quick sense of humor, she is both tough and thorough in the courtroom.

David E. Moore, Esq.

David E. Moore is a graduate of the University of Baltimore – School of Law and is licensed in Maryland and the District of Columbia.  

Mr. Moore has 15+ years of legal experience in patent law, civil litigation and estate law. His wealth of knowledge and ability to assess complex legal issues to arrive at the best solutions for his clients make him a valuable asset to our Magner Law team. 

Mr. Moore has worked in both federal and state courts.

In the area of patent law, Mr. Moore’s work has been centered on the business of technology. This includes allocation of IP resources, contract review, corporate structuring, due diligence, enforcing security interests, evaluating IP portfolios, financing IP, foreclosing IP, negotiating licenses, preparing patent and trademark applications, providing various opinions of counsel, representing clients during prosecution and post-grant proceedings, recovering secured assets, and resolving IP and contract disputes.

Rachael A. Hammer, Esq.

Rachael Hammer is a graduate of the Georgetown University – Law Center and is licensed in Virginia, Maryland and the District of Columbia.  

Ms. Hammer has come to us with experience at both large and small size firms in the District of Columbia and Virginia. She has represented individuals and businesses as both plaintiffs and defendants, in federal and state court. Currently, her practice is primarily in the area of Family Law including contested divorces, equitable distribution, support, ciminal juvenile matters, guardianship, custody matters and select civil litigation.

Ms. Hammer brings a unique understanding to each case and works hard to keep litigation professional and favorable to her client’s rights. She welcomes negotiation but is not afraid to litigate at every court level. Mr. Hammer has been successful in obtaining favorable results for clients in several jurisdictions, including Prince William County, Fairfax County, Fauquier County, Loudoun County, and Stafford County.

Mary M. Dale, Esq.

Ms. Dale is licensed in Virginia, Maryland and the District of Columbia.  While attending law school at night at George Washington University, she clerked for Sughrue, Mion, a D.C. patent & trademark firm. and interned at the US Patent & Trademark Office (“PTO”) After graduation, Ms. Dale worked as a trademark attorney with the PTO and private law firms, including Sughrue.  After the birth of her second daughter, she left law practice to raise her family and move to Knoxville, Tennessee.  Ms. Dale and her husband have four daughters.  She returned to work first as a contractor with the civil section of the US Attorney’s Office in the Eastern District of Tennessee, then to private practice with Magner Law.  Since re-entering the law field, Ms. Dale has broadened her areas of expertise beyond trademark and copyright law to include federal civil fraud investigations under the False Claims Act and various complex business litigation matters.  Located in Knoxville, TN, she works directly with Magner Law clients and attorneys on a broad range of legal matters.
